Description
With this announcement, the Chicago District Corps of Engineer issues a Pre-solicitation Notice for the Indiana Harbor and Canal Confined Disposal Facility, Obstruction Removal Project in East Chicago, Indiana. The Contractor will be responsible for providing all necessary facilities, plants, labor, transportation, materials, and equipment to perform the following construction project: the Obstruction Removal Project will be conducted along the south border of the CDF site. The work limits of this project extend from the east fence along Indianapolis Blvd, to the west fence along the CSX Railroad spur, to the access road 260 feet north of the Lake George Branch of the canal, and into the canal, 75 feet south. This area will be cleared of all brush, trees, and surface obstructions, with the exception of the ARCO Oil Recovery System and the trees and brush adjacent to the system components. Also, ten-foot sections of twelve pipes crossing the Lake George Branch of the canal will be removed. These pi pes are located approximately 25' below the water level, underneath 15-20' of sediment. The sections will be removed immediately south of the existing sheet pile wall in order to clear the driveline of the future South Cutoff Wall. In the canal, a locali zed braced excavation system will be used to isolate the area requiring dredging and obstruction removal, as well as to prevent sloughing of sediment during operations. A silt curtain will be incorporated during the assembly and disassembly of this system , to minimize resuspension. Debris will be stored at a designated area of the site, while sediment from the canal will be transported to a treatment, storage and disposal facility. The Chicago District intends to award a firm-fixed price construction con tract. The Classification Code for this procurement is North American Industry Classification System (NAICS) 237990 and is unrestricted to business size. Small Business Size Standard is $28.5 Million average annual gross receipts of the concern taken for the las t three completed fiscal years. If a large business concern is selected for award, it is required to submit a subcontracting plan in compliance with the following small business goals of the Chicago District: (1) at least 57.2% of a contractor's intended subcontract amount be placed with small businesses (SB); (2) at least 10% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 10% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB); (4) at least 3% of a contractor's intended subcontract amount be placed with service-disabled veteran-owned SB; and (5) at least 3% of a contractor's intended subcontract amount be placed with HUBZone SB. The estimated magnitude of price for this construction project is between $500,000.00 and $1,000,000.00. The Request for Proposal will be downloadable from the INTERNET ONLY. Minimum system requirements are a 486 base d personal computer, Microsoft Windows 3.1 or greater and 4 MB application RAM, 4MB hard disk space and compact disk drive.
