Description
The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SSC-SD) intends to issue a Request for Quotations (RFQ) under Solicitation number N66001-04-Q-9596 to deliver a fiber optic WDM link to connect the seven antenna signals from the GPS GAS-1 Controlled Radiation Pattern Antenna (CRPA), mounted on the antenna mast, to the Antenna Electronics (AE) mounted below deck. The GPS Antenna System WDM (GAS-WDM) Link Fiber will require seven channels of RF to be amplified and transported, using wavelength division multiplexing technology, and connected to the AE in such a manner that the GAS-WDM link is transparent to the AE, i.e., the AE operates as if it were mounted in the CRPA antenna assembly. The successful contractor shall design, fabricate, and test a RF photonic link capable of meeting the requirements listed in the specifications to be provided, and build and deliver one system to SSC-SD. Price and other factors will be evaluated in accordance with FAR 13.106-2. A firm-fixed price contract is anticipated. The anticipated period of performance is 4 months from date of award. The applicable NAICS code for this acquisition is 541330 and the small business size standard is $23 million. The solicitation and any subsequent amendments resulting from this announcement will be available to interested parties via the SPAWAR E-Commerce Central web site at https://e-commerce.spawar.navy.mil, under SSC San Diego, Open Solicitations. The solicitation will only be available electronically at this web site. Issuance of the solicitation is estimated for 19 June 2004. Hard copies of the solicitation will not be available. It is the responsibility of interested parties to periodically monitor the SPAWAR E-Commerce page for updates and new listings. A bidders mailing list will not be established. Competition is restricted to small businesses concerns.
