- Description
- NASA/ARC intends to purchase the items from Picosecond Pulse Labs of Boulder, CO. This module is being acquired to support NASA's Hybrid Reflectometer Project which aims to build an advanced reflectometer for the purpose of inspecting otherwise inaccessible wiring in the Space Shuttle Orbiter. The Government intends to acquire a differential TDR/TDT source enhancement module and differential adapter from Picosecond Pulse Labs, Boulder, CO, under the authority of FAR 13.106-1(b)(1) based on the fact that the module and adapter are proprietary products of Picosecond Pulse Labs. Thus, they are the only qualified supplier for the equipment. The module and adapter have the following characteristics: A. Output parameters: 1)TDR output step amplitude 200millivolts or more 2)TDR output incident raw rise time (deconvolved) 9 picoseconds or less 3)TDR output incident measured rise time (with 70 GHZ sampling plug-in) 11picoseconds or less 4)TDT output step amplitude 2 volts or higher 5)TDT output raw rise time (deconvolved) 7 picoseconds or less 6)TDT output measured rise time (with 70 GHZ sampling plug-in) 10 picoseconds or less 7)Output step overshoot/undershoot (with 70 GHZ sampling plug-in) B. Input parameters: 1) Input step amplitude: a) (positive pulse from the TDR module or a similar pulse source) 1 volt peak-to-peak (maximum) b) Input rise time (from the TDR module or a similar pulse source) 20-40 picoseconds c) Input repetition rate (from the TDR module or a similar pulse source) 200 kilohertz or more C. General Specifications 1)Connectors: 2.4 millimeters on remote head outputs (one male, one female) 2)Adapters: 2 each of the following connector adapters: a) 6-inch semi-rigid coax, 2.4 male-to-male b) 2.92 male to 2.4 female c) 2.4 male to 2.4 male d) 2.92 male to 2.4 male e) 2.4 female to 2.4 female f) 2.4 female to 2.92 female g) 2.4 male to 2.92 female D. One Year Warranty E. Included Items 1) Power supply and cords 2) driver module 3) Two (2) 18-inch coaxial cable with SMA male connectors. F. Compatibility: Must be compatible with the Agilent 86100C/Agilent 54754A/Agilent 86117A TDR system. G. Delivery: FOB Destination to NASA Ames Research Center by July 15, 2004. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 18, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
