Description
CONTACT Stanley Chan/Lucille Tanguay, Electronics Engineer/ILS Manager, (732) 532-1862/9161. This is a market survey to locate additional sources of supply for NSN 5820-01-366-4120, AN/PSC-5, and 5820-01-483-0568, AN/PSC-5C Radio Set. The AN/PSC-5 i s an ultra high frequency (UHF) lightweight, Demand Assigned Multiple Access (DAMA), manpack radio set. It provides Line-of-Sight (LOS), tactical Satellite Communications (SATCOM). It has embedded Communication-Security (COMSEC) and Transmission Security ( TRANSEC), and weighs less than twelve pounds. It operates in the 30 to 400 megahertz frequency range and provides both data and voice communications. Employed down to the battalion level, it provides range extension and reliability. It is used to transm it intelligence traffic, to interface with the Single Channel Ground and Airborne Radio System (SINCGARS) SC, and to transmit/receive command-and-control traffic. The AN/PSC-5C version extends the frequency range to 420 megahertz, and also provides Have Q uick, SINCGARS frequency hopping, and maritime operational capability. System requirements include MELP vocoding for improved voice recognition in narrowband SATCOM and DAMA; a PPP/IP interface for Tactical Internet Range Extension (TI-RE) via MIL-STD-188- 184 (AN/PSC-5C requirements); direct interface to Vmail ADC, and access MIL-STD-188-184 ADC mode without Vmail; data rates to 48 kbps using MIL-STD- 188-181B in wide band, and up to 9.6 kbps in narrowband, with ADC and TI-RE accessible for these data rates . Both the AN/PSC-5 and AN/PSC-5C must provide 18 to 28 watts constant power output under all conditions, including extended key down periods, and they must be fully Over-the-Air-Rekeying/Over-the-Air-Transfer (OTAR/OTAT) capable using an external Net Con trol Device (NCD). The AN/PSC-5C must be field reprogrammable for radio operation upgrade. User interface, including menus, must be designed for minimal training. Both AN/PSC-5 and AN/PSC-5C must be capable of cloning with each other, as well as with the AN/PSC-5B and AN/PSC-5D. Both radios shall have extensive Built-In Test (BIT) to allow Direct Support (DS) maintenance to the module level in less than 30 minutes. All components/modules must be interchangeable with existing spares currently in the DoD standard logistics system. Validated/ verified technical manuals and other logistics documentation must also be available within the DoD logistics system. The AN/PSC-5 and AN/PSC-5C are only defined by Raytheon Systems Company's Part Numbers and National Stock Numbers. Detailed technical data for the manufacture or acceptance of these items are NOT available from the Army. Suppliers capable of furnishing these units must so indicate, in writing, to Commander, U.S. Army CECOM, ATTN: AMSEL-LC-COM-T-TM (Sta nley Chan/Lucille Tanguay), Building 1202W, Fort Monmouth, NJ 07703-5000. The response MUST include documentation, such as test results, copy of purchase order if the supplier was a vendor to the listed source or a statement from listed source demonstrat ing that the supplier can, in fact, supply the Army with a unit that will be form, fit, physically, and functionally interchangeable and interoperable with the existing components/spares for the AN/PSC-5 family of radios. Successful supplier may be requir ed to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army, and that it will be delivered on time.
