- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912P8-04-T-0074 is issued as a Request for Quotation (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. This solicitation is unrestricted. Quotes may be faxed to 504-862-2892. -Contact Brenda Welty at 504-862-2872 or email Brenda.D.Welty@mvn02.usace.army.mil for information regarding this solicitation. -Specifications/Work Statement: General Info: The rental of a tugboat and crew is required at the Calcasieu River Saltwater Barrier Sill to assist the Government's hired labor plant and crew in safely removing a barge off of the structure. A minimum of a 2500 hp tugboat will be required to assist the Government's crane barge unit to remove the barge off of the structure. Contractor to move and secure barge at designated location. The delivery date will be on a day directed by the Contracting Officer between 14 June 2004 and 21 June 2004. The date w ill be issued by 1700 hours the day prior by the Contracting Officer. Measurement and Payment: For Item #1 Towing, payment will be measured by the hour and will begin when the tugboat arrives at the site at the time designated by the Contracting Officer. A total quantity of up to 8 hours of work will be paid for under this item. The work day will end at a time designated by the Contract ing Officer. If work is required on a consecutive day, it will be directed by the Contracting Officer. Payment for mobilization and demobilization will be paid for under this item. Price and payment shall constitute full compensation for furnishing all necessary plant, labor, fuel, supplies, safety equipment and procedures, crew, furnishing and maintaining communication equipment and all operational incidentals thereto. For Item #2 Option: Towing Over 8 Consecutive Hours, payment will be measured by the hour with a total quantity of up to 4 hours. If the tugboat provides service for 8 consecutive hours and additional time is required on that same day, this item will be a ctivated to account for overtime expenses. For Item #3 Option: Towing, payment will be measured by the hour, and it includes an additional 8 hours of work if deemed necessary by the Contracting Officer.
