Description
The Defense Supply Center Philadelphia (DSCP) is seeking proposals from interested vendors in participating in the acquisition for Corrugated Collapsible Reusable Bulk Packing Systems. These systems are covered under the following NSNs and reflected Annual Estimated Demand: 3990-01-467-1659 with an annual estimated demand of 80,000 each; 3990-01-467-1668 with an annual estimated demand of 21,000 each. These items shall be submitted in accordance with the solicitation section titled, ?Commercial Item Description.? The primary customer for this solicitation is the (DDSP) Defense Depot New Cumberland, PA. Other customers may be added at a future date under the terms and conditions of the resultant contract. Solicitation SP0500-04-R-0079 is expected to be issued June 16, 2004 with an estimated closing date of July 30, 2004. The resultant contract will be a Requirements Type Contract with one (1) base year and four (4) one year options for a total contract period of 5 years. This solicitation will require the submission of five (5) each Product Demonstration Models (PDM) in accordance with NSN 3990-01-467-1659, Style A of the Commercial Item Description contained in the solicitation. These PDMs shall be submitted to the locations(s) designated in the solicitation no later than one (1) business day prior to the closing date and time of the solicitation. The PDM will be submitted at no expense to the Government and must be received at the correct locations prior to the time and date set forth in the solicitation. This procurement is being solicited on an unrestricted basis and will be negotiated utilizing BEST VALUE SOURCE SELECTION PROCEDURES in accordance with FAR 15. The Product Demonstration Model is considered the MOST IMPORTANT Factor and is required for the purpose of demonstrating that the offeror has the wherewithal to interpret and translate the technical requirements of the Commercial Item Description (CID) into production of the end item conforming to the CID requirements. A Pre-proposal Conference is anticipated at a date to be determined in the solicitation. The conference will be held at DSCP, which is located on the Navy Supply Station Philadelphia (NNS Philadelphia) Compound. All interested parties are encouraged to attend. Those who plan to do so are required to indicate their interest in attending, and to complete the attendance form attached to the solicitation. Prospective offerors are requested to submit questions, in writing, along with the attendance form at least five (5) days prior to the conference to allow inclusion of the questions in the agenda. Questions will be considered at any time prior to or during the conference and offerors are asked to confirm verbal questions in writing. The Government will not be liable for expenses incurred by an offeror prior to contract award. If conditions warrant and demand exists the Government will add the following NSNs via the Add/Delete Clause of the contract.
