Description

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Administrative Support Center (EASC) intends to negotiate on a sole source basis with the State of Maine, Department of Marine Resources for a social and economic impact assessment of the Penobscot River Restoration Project. The Maine Department of Marine Resources is the state agency with the expertise and jurisdiction over anadromous species, except for Atlantic salmon within the state. The state of Maine generates and maintains the data that will be used to carry out this assessment and is therefore uniquely positioned to utilize its expertise in fisheries to carry out the analysis required. The statutory authority for this action is 41 U.S.C. 253(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposals, and no proposal information submitted in response to this notice shall be considered by the government.
