Description
FORMAL NOTICE OF A-76 STREAMILINED COST COMPETITION STUDY. This notice constitutes the formal announcement and commencement of an A-76 Non-MEO Streamlined study for Administrative Support services located at the Department of Labor, Occupational Safety and Health Administration, Directorate of Administrative Services, Office of Human Resources, located at the Francis Perkins Main Building at 200 Constitution Avenue, Washington, D.C. The A-76 Strealined study start date is 6/10/2004. This Streamlined Competition Process will not include a MEO. This Streamlined Competition study will review twenty-four (24) FTE?s that fall within the following FAIR Act Function Codes: three (3) B000?s, two (2) C000?s, four (4) C403?s, eight (8) D704?s, and seven (7) T820?s. The following are the series and grades of the twenty-four (24) FTE?s: two (2) GS-0203-5, one (1) GS-0203-7, one (1) GS-0301-12, one (1) GS-0303-07, one (1) GS-0303-8, one (1) GS-0318-4, three (3) GS-0318-7, two (2) GS-0343-11, four (4) GS-0343-12, one (1) GS-0343-13, one (1) GS-0343-14, one (1) GS-0501-9, two (2) GS-0501-11, one (1) GS-0501-12 and two (2) GS-0503-07. An A-76 Streamlined Cost Comparison reviews shall be conducted in accordance with the OMB Circular A-76. The Competitive Sourcing Official (CSO) is Mr. Patrick Pizzella, the Agency Tender Official is Mr. Dennis A. Spouse, the Contracting Officer is Mr. Robert Knauer, CPCM, and the HRA is Mr. Doug Goodell. Note for industry: this will be the only announcement. There will be NO Formal RFQ issued under the non-MEO streamlined process. In accordance with the A-76 Circular, and Federal Acquisition Regulations, the Contracting Officer will analyze market pricing or industry submitted market costs or market pricing received against the Government?s As-Is estimate to perform the function at the As-Is staffing level. At the conclusion of the cost comparison, the Contracting Officer will make a final performance decision. If market data reflects shows that industry pricing it is more cost effective than the government?s, a decision may be made to issue a formal RFP and ultimately go contract. If the government ?as-is? organization estimate is more cost effective, a decision shall be rendered to retain the function in-house. This will be the only announcement made for this effort.
