Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constittues the only solicitation; proposals are being requested and written solictation will not be issued. FA4664-04-T-0008 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquistion Circular 2001-18. This is a 100% small business set-a-aside NAICS code 561730 size standard $6.0 million. The contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and other items and services necessary to prune and remove trees, and grind stumps at March ARB, CA. All debris shall be removed and disposed of off the base. The services are outlined as follows: The contractor shall prune 124 trees throughout the base. The contractor shall cut/remove 66 trees and grind stumps. The excess grindings shall be removed by the contractor. The contractor shall cut trees/limbs into 1 to 2-foot logs and the Cviil Engineers workers will pick up the wood. However, the palm trees, fronds, bushes and debris will be removed from the base and disposed of by the contractor. All trees to be pruned will be marked with yellow tape; trees to be cut down will be marked with paint. Also, technical exhibits will show location of trees to be pruned or cut down. The contractor shall remove debris produced by tree pruning/removal at the end of each workday. The contractor shall exercise care to avoid damaging existing power lines and irrigation. Any such dlamage shall be restored through repair or replacement as directed by the Contracting Officer at the contractor?s expense. Prior to beginning the work, the contractor shall indicate to the Government any operations that may inhibit normal traffic flow. The contractor and all workers shall wear proper safety gear while working on or around the trees. A mandatory pre-quote site visit is scheduled for 22 June 2004 at 0900 hours at the front gate pass & id office. Contractors are encouraged to attend. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The evaluation factor is the overall lowest cost and past performance. Offerors needs to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with it?s offer. 52.212-4 Contract Terms and Conditons-Commercial Items, applies to this acquisiton. 52.212-5, Contract Terms and Conditions required to implement statues or executive orders-commercial items, applies to this acquisiton. AFRCFAR 5352.222-9100 Applicable Wage Rates (Wage determination 1994-2053 Revision 23 dated 06/03/2003 is applicable. Laborer, Grounds Maintenance at $11.80.
