- PREDICTIVE TECHNOLOGY TECHNICAL SUPPORT / SOURCES SOUGHT Release Date: 10 June 2004 Response Date: 25 June 2004 The US Army TACOM ? ARDEC is seeking potential Historically Black Colleges and Universities/Minority Institutions (HBCU/MIs) who have the capability to provide technical support through individual tasks as mandated by the Predictive Technology effort to promote an innovative research and development program dealing with the unique life cycle environments of US Army materiel. The task requirements will include the development of new predictive technology methodologies used to promote a viable operation and support cost reduction program. There will be individual tasks defining the following areas of concentration; materials science and reaction kinetics; predictive test plan development; predictive test and surveillance instrumentation design, development, and fabrication; predictive and environmental testing/conditioning; environmental modeling and characterization; computer aided process control and quality assurance; stockpile life cycle and risk analysis program; predictive technology data systems support; waste treatment and resource recovery technology; environmental science application to soil and ground water; environmental range management; environmental security ;technology demonstration; evaluation of new test and analytical methods and evaluation of materiel protection measures. The government is contemplating a Time and Materials type contract for five years. Interested HBCU/MI?s are encouraged to submit the following information specifying 1) experience and past performance relating to the above areas of concentration and 2) facilities (either owned, rented or leased); environmental chambers employing accelerated aging capabilities including temperature cycling, humidity, salt spray, and solar radiation; electronic characterization equipment; electro-optics equipment; robotics equipment; equipment to measure material property data including mechanical, physical, thermal, and chemical properties; material characterization equipment; non-destructive testing equipment; parallel computing/processing equipment; chemical and microbiological laboratories equipped to detect and measure contaminants in materiel (e.g., consumables) or ecosystems, and high performance liquid chromatography (HPLC) with inductively coupled plasma (ICP) ? mass spectrometry (MS) and/or optical emission spectrometry (OES) equipped laboratory for soil analysis. This is market survey, not a pre-solicitation notice. Respondents will not be notified of the results of the evaluation of the information submitted, but the HBCU/MI?s that are considered to be fully qualified will be considered in the event an RFP is issued as a result of this sources sought notice. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey.
