Description
The Natural Resources Conservation Service in Missouri is requesting Standard Form 330 (Section I and Section II) from qualified Architect-Engineer firms to provide photogrammetry and related surveying work in the Upper Locust Creek Watershed and East Yellow Creek Watershed in Sullivan, Putnam and Linn Counties. This is an unrestricted, full and open competition for one indefinite delivery type contract which may be awarded for 4 years (base) with two 2-year options exercised at the option of the Government. The applicable code from the North American Industry Classification System (NAICS) is 541370 with a revenue size standard of $4 million per year or less. This is not a request for proposals. There is no site visit scheduled. No solicitation will be provided. Personal visits for the purpose of oral presentations of a firm?s capabilities in response to this request will not be allowed or scheduled. PROJECT DESCRIPTION: The anticipated statement of work to be included in the contract can be found at http://www.mo.nrcs.usda.gov/technical/contracts.html This statement of work is subject to change, however, will provide the basic information needed for firms to submit Standard Form 330. No further information will be provided at this time. SELECTION CRITERIA: Firms submitting Standard Form 330 will be evaluated in accordance with Federal Acquisition Regulation 36.602 for Architect-Engineer services. The following factors and significant sub-factors will be considered in the evaluation of the proposal and making the source selection. 1. Specialized experience and technical competence in the type of work required. 2. Professional qualifications necessary for satisfactory performance of required services. 3. Capacity to accomplish the work in the required time. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 5. Equipment adequate to complete the project in the required time. 6. Location in the general geographical area of project and knowledge of the locality of the project. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two copies of Standard Form 330, Section I and Section II to: Renee Gardner, Contracting Officer USDA, Natural Resources Conservation Service 601 Business 70 West, Suite 250 Columbia, MO 65203 Information provided with the Standard Form 330 must enough documentation to support the following: 1. Type and number of positions held under each firm. Criteria will look at not only how many of these positions are occupied by a firm, but also how many are registered or certified within the respective professional fields. Listed below are some of the fundamental responsibilities assumed to best describe the duties required of each position evaluated by the government: Engineering(s) This category includes a variety of disciplines. This category includes Civil, Hydrologic, Hydraulic, Hydrologists. Certified Photogrammetrist(s) These person(s) shall be responsible for the technical management of all photogrammetric operations, specifically aerial photography project design, stereo-compilation, aerotriangulation, digital elevation / terrain model development and/or digital orthophoto production. Supervises subordinate Compilation and Digital Ortho Specialist(s), CADD Technicians, and other specialists involved in these operations. Reviews all photogrammetric products to insure compliance with required specifications, accuracies, and completeness. Airborne Instrumentation Specialists(s) These person(s) shall be thoroughly experienced in conducting airborne remote sensing assignments, including precise controlled vertical photography, digital camera operations, multi- or hyperspectral scanner operations, radar sensor operations, airborne laser profiling, and/or airborne GPS data collection operations. Photographic Laboratory Supervisor(s) shall be thoroughly familiar with all facets of photo lab operations, including the operation and maintenance of all instrumentation and associated equipment needed to provide hardcopy products for each Task Order awarded under the contract. They should be experienced in designing and maintaining exacting quality control procedures and in supervising technical staff in completion of assigned work within timelines and in accordance with standard procedures. CADD Technician(s) These person(s) are typically responsible for performing a variety of editing, encoding, scanning, digitizing and plotting tasks. Cartographic tasks may involve development and registration of map grids, margin data, and title block annotation for final map sheet production. CADD tasks may involve significant levels of digitizing of historic mapped data, including some minor, or on occasion major, adjustments line work positions and additions of new features based upon specified methods. Other tasks may include encoding new data into established data schema and the production of map products generated from a GIS. Registered Land Surveyor(s) These person(s) shall be thoroughly familiar with all phases of cadastral and photogrammetric surveying with particular emphasis on defining horizontal and vertical control networks. The individual(s) shall be thoroughly experienced in supervision of ground survey crews and in the administration of quality control surveys related to work required under individual Task Orders under this contract. Supervises subordinate Compilation and Digital Ortho Specialist(s) These person(s) shall be responsible for data capture using first-order analytical stereo-compilation or softcopy workstations. This includes planimetric and contour feature collection, development of digital elevation/terrain models, and support of aerotriangulation adjustments (pugging, etc.). These specialists shall be responsible for performing input scanning, ortho-rectification, image enhancement and formatting of digital orthophoto data sets. They are also responsible for ensuring that quality control procedures are maintained throughout their assigned processes. Photographic Laboratory Technician(s) These person(s) shall have experience in a wide range of photo lab operations including but not limited to aerial film processing and titling, production of contact prints, analytical and orthophoto diapositives, enlargements, photo indexes, orthoimage composites. 2. The specialized experience used on projects in the last three (3) years will be evaluated on the degree of final image resolution, accuracy requirements successfully met, and orthophotographs or orthomosaics produced. 3. Past performance on contracts with the USDA-NRCS, USACE, and any other federal agency in regards to cost control, quality of work, and compliance with performance schedules. Repeat clients for both federal and private will be evaluated as well. 4. Each firm?s familiarization with the Northern Missouri area and actual location to the project will be evaluated. 5. The amount and experience with and utilization of GPS equipment will be evaluated. The actual number of GIS and CADD stations will be submitted. 7. Finally, firms will be evaluated on the ability to receive location data in GIS (ESRI) format from the government. Submissions are due not later than 4:00 p.m. (local time) on July 14, 2004.
