- Description
- The U.S. Department of Commerce, National Ocean Servcies, Charleston, SC intend to purchase a Solid Phase Extraction System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The reference number is NCNS4000-4-00148 and is issued as a request for quotation (RFQ). FOB Destination shall be National Ocean Services, Center for Coastal Environmental Health, 219 Ft. Johnson Road, N/SC14. This is a 100% Small Business set-aside. The government plans to award a commercial item purchase order. All responsible sources must submit by fax a quote/offer to NOAA, Attn: Sharon Walker, fax number 816-426-7530 by 12:00 nooon, CST, June 29, 2004 The selected contractor must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. The following provisions in the Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text: FAR 52.212-4 Contract Terms and Conditions Commercial Items, The following FAR clauses in paragraph (b) of FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Award will be made to the responsive and responsible lowest priced offeror. Specification: 1)Flexible control via software, 2)Accepts 1-, 3- and 6ml standard SPE cartridges and 3M- 96 well SPE plates, 3) Transfers extract into open or sealed autoinjector vials. 4) Provides mixed-mode (sequential, batch, or combination) SPE and multi-collection, 5) Offers automated sample pretreatment, 6) Uses positive pressure elution technology, assuring better reproducibility, 7) Accesses up to nine solvents from any size bottle, 8) Sample preparation: All SPE steps (condition, load, wash, elute) including SPE cartridge drying (gas valve fitted as standard). Multicollect and multiuse methods. Reagent and internal standard addition, derivatization, dilution, mixing. With advanced programming options (link method, sub method). Injected sample: 50 mL to 25mL, 9) Environmental Conditions: Indoor use, Temperature range: 5-40oC, Air pressure: 75-105 kPa, Pollution degree: 1 or 2, in accordance with IEC 66.
