Description
Furnish all labor, materials, appliances and equipment needed to conduct professional diving services at 19 various aid-to-navigation (ATON) sites. Coast Guard (CG) personnel will assist in locating the discontinued ATONS. Provide transportation to, and diving platform at, ATON sites for Contractor?s personnel. Locate port facilities for diving platform support and worker access. CG personnel will provide their own transportation to and from working platform at each site. Evaluate for presence or absence of batteries in the vicinity of the ATON. Locate, map, and recover batteries found on waterway floor. CG personnel will receive recovered batteries from the Contractor at the waterline. Contractor shall conduct diving operations at ATON sites only when CG personnel are present and within the timeframe of 7:30 am to 5:45 pm, Monday through Friday, Government holidays excepted. A. The type of CG platforms accompanying the Contractor will vary based on the operational schedules of several CG units. B. Contractor should expect to work with CG cutters, which are greater than 65 feet in length, and CG boats, less than 65 feet in length. C. A CG platform must be present at the respective ATON site in order for Contractor to bring batteries and battery pieces to the waterline at that site. The estimated cost of this procurement is between $25,000 and $100,000. Performance period is 90 calendar days after receipt of Notice to Proceed. This is set-aside for Small Business only. The applicable NAICS code is 561990. Small Business size standard is $6.0 million. All responsible small businesses may submit a bid, which will be considered. The solicitation can be downloaded from (http://www.eps.gov/) on approximately 6 July 2004. If it does not appear on that date, please check back daily. The date set for receipt of proposals is approximately 6 August 2004. This date is estimated and may change. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Offerors should register to receive notification of this solicitation. Any amendments issued to this solicitation will be posted solely on this website. For security reasons all Coast Guard drawings are only available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOpps web page identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
