Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as request for quotation (RFQ) # 04Q0034. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23. This action is a 100% small business set-aside. The NAICS code is 541511, and the small business size standard is $21.0M. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. The United States Secret Service (USSS) has a requirement for an asset management and tracking system to interface with existing barcodes and readers/scanners. The system should be a commercial-of-the-shelf (COTS) system requiring little, or no, USSS-specific changes. The software shall consist of a database to track property being checked-out and ?in at various events, as needed. The data shall be uploaded and refreshed in real time, to a USSS-hosted intranet site. No additional hardware is needed. The ability for USSS personnel to modify the database (tables, forms, etc.) on an as needed basis is also required. Additional requirements are included in the Statement Of Work attached to this Synopsis/Solicitation. Delivery, installation and training shall be no later than 30 days ARO. FOB destination. Delivery and acceptance points will be to USSS location in the Washington, DC metropolitan area. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The simplified acquisition procedures of FAR 13 apply to this acquisition. Quotations shall be evaluated in accordance with FAR 13.106-2 -- Evaluation of Quotations or Offers. All quotations or offers quoting the aforementioned item shall be considered. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their quotations. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and the following additional FAR clauses cited in that clause apply to this acquisition: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-3 with Alternate I, 52.225-13, 52.225-15, 52.232-34 and 52.239-1. The clause at 52.204-7 applies to this acquisition. The clause at Homeland Security Acquisition Regulation (HSAR) 3052.209-70 applies to this acquisition. A clause that protects the interests of the United States Secret Service in accordance with 18 U.S.C. 709 shall apply to this acquisition. All quoters wishing to submit a quotation are required to be registered in the Central Contractors Registration (CCR). If not already registered, vendors should register immediately with CCR by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Failure to register may make a quoter ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at 1-800-333-0505. Internet registration takes approximately 72 hours: mail-in registration takes approximately 30 days. Quotations are due Friday, June 25, 2004 at 2:00 pm, Eastern, and should be sent via electronic mail to Benjamin.Senker@usss.dhs.gov, or via fax to (202)406-6801. Numbered note 1 applies.
