Description
THE PROPOSED CONTRACT IS SET-ASIDE AS AN 8(A) COMPETITIVE ACTION UNDER NAICS CODE 541611 (SIZE STANDARD OF $6 MILLION). The Agency for Health Care Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is soliciting proposals for a contract to provide technical, analytic, and logistical support services to the Office of Extramural Research, Education and Priority Populations, (OEREP) in furtherance of its mission to oversee AHRQ's initial review processes, conduct or subcontract for Institutional Review Board (IRB) review of AHRQ intramural research proposals, facilitate ethics review procedures and education for intramural research, and to facilitate general OEREP communication and analytic responsibilities. Sources must have an understanding of Public Health Service/AHRQ grant and contract review regulations, the peer review process and its implementation, federal reimbursement policy, and IRB processes, procedures, and relevant regulations. Sources must also possess, or be able to obtain (in-house or through subcontracting arrangements), the staff and resources needed to expeditiously carry out the different types of activities listed above. Because of the need for close interaction with the AHRQ Project Officer and other technical staff, the lead Contractor staff, including staff responsible for IRB activities, must be located within 1 hour from AHRQ headquarters (Rockville, Maryland). It is anticipated that a single award will be made for a base period of four years with one option year. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Award is expected by October 15, 2004. In addition to the solicitation being available on this site, it will also be available for downloading from the internet on AHRQ?s website at www.ahrq.gov. It is the offeror?s responsibility to monitor this site for release of the solicitation, download their own copy of the solicitation, and monitor the site for any subsequent amendments. Since it is not known who is downloading the solicitation, a bidders list will not be available. All responsible, 8(a) certified sources may submit a proposal which will be evaluated by AHRQ. It is estimated that the solicitation will be issued on or about July 1, 2004, with proposals due 30 days thereafter.
