Description
Notice of intent to negotiate a sole source contract prepared in accordance with the format in FAR 12.6 and FAR 13.106, with Roland Schweitzer, sole proprietor of Weathertop Consulting, LLC to provide services that will enhance and extend PMEL?S Live Access Server (LAS). NOAA has invested approximately 25 man-years of development Effort into the design and programming of the sophisticated, custom scientific application known as the Live Access server (http//www.ferret.noaa.gov/Ferret/LAS/ferret_LAS.html). LAS is widely deployed within NOAA and throughout the climate, ocean and atmosphere research communities. There are approximately 50 domestic and international sites where LAS has been installed in order to provide scientists, educators and managers with the capability to visualize, download subsets and analyze data via a common Web browser-based interface. Mr. Schweitzer is one of two key programmers that leads the small LAS development team. Knowledge and insight acquired through many years of involvement in the specific area of scientific development, which LAS represents, and multiple years of direct experience building the LAS application. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=s best interest, and must address qualifications pertinent to this requirement. Anticipated award date is September 1, 2004.
