Description

This posting constitutes the United States Military Academy's notice of intent to award on a sole source basis a purchase order to Questionmark Corp., 5 Hillandale Ave., Stamford, CT 06902, for testing and assessment server to include the following f eatures: Windows-based authoring, including at least 20 question types. Unlimited authoring for entire faculty. Secure browser delivery that disables browsing internet, locks certain keyboard functions, and screens programs that aid in cheating. Seamle ss integration with Blackboard. Ability to give topic-based feedback and scoring. Administrative functionality, i.e. scheduling, score editing, etc. Robust reporting component that includes a variety of reports and supports graphical statistical analysi s, as well as item-analysis. Also must be able to export raw data to ACII or Excel. Ability to import Macromedia Flash files as question types. Ability to import Robodemo simulations as question types. Server software that allows USMA to host software internally. A load-balanced environment. Perpetual license with no annual renewal. The estimated award amount is $30,877. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The applicable NAICS code is 511210 and the size standard is $21M. This notice of intent is not a request for quotation or a solicitation of offers. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the designated representative. Responses to this notice myst be received within two (2) calendar days of the date of this notice via e-mail to Pamela.Jones@usma.edu. See Numbered Note 22. Insert 2 da ys in lieu of 45 days in Note 22. A determination by the Government not to compete this requirement, upon receipt of response to this notice, is solely within the discretion of the Government. There will be no solicitation available.
