- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: Request the solicitation (SOW for all 8 sites) from june.Thomas@gsa.gov. Only serious inquiries only please. There are numerous documents contained in this request. Solicitation number 6TSA-04-JMT-0090 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the following: This requirement is for the Air Force Reserve Command. There are 8 project locations as follows: Pittsburgh, Homestead, Minneapolis-St Paul, New Orleans, Niagara Falls, Grissom, Willow Grove and Youngstown. There are separate SOWs for each Base. Here is a sample of ONE Air Reserve Base needs statement. Pittsburgh Air Force Reserve Base (AFRB) requires a new narrowband, conventional, land mobile radio (LMR) system to provide communications for facility support personnel. The system shall operate in the digital mode, support Project 25 (P25) standard features and functions, and be capable of supporting DES encryption and future AES encryption. This system will operate using the DoD frequency spectrum in the VHF range. The system should be designed with the features specified by Pittsburgh AFRB that ascribe to the Association of Public Safety Communications Officials (APCO) Project 25 and the Telecommunications Industry Association's (TIA) Technical Standards 102. The system shall be installed by 31 December 04 to meet the Federal mandate to migrate to narrowband (evaluation factor). Pittsburgh AFRB requires a ?turnkey? effort to include the system design, the furnishing of equipment (radio equipment as well as environmentally controlled shelter, generator, uninterruptible power supplies, etc), complete systems integration, testing, training, and life cycle support. The new system must be currently interoperable with existing LMR equipment (XTS-5000, XTL-5000, and Astro Digital Spectra models) operating in both encrypted and non-encrypted modes. Please include all requirements on quotations. No partial quotes/proposals accepted. No substitutions. Indicate FOB destination on quote (shipping included in price). The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, ability to meet service requirements, demonstration of vendor?s ability to meet the 31 December 2004 deadline at all locations, and Price. The first three factors are of equal importance, and together are more important than price. Offerors must submit all information that demonstrates to the Government, their ability to meet the technical qualifications and past performance (including at least 3 complete references for similar work). Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
