Description
NOTE: THIS IS A MARKET SURVEY ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS (RFP) OR INVITATION FOR BIDS (IFB). THE LOGISTICS AND READINESS CENTER IS CONDUCTING A MARKET SURVEY TO IDENTIFY COMPANIES WITH THE CAPABILITY OF PROVIDING REPAIR SUPPORT AND TECHNICAL SUPPORT FOR THE GUARDRAIL SYSTEMS 1, 2, 3, AND 4. Request for Information: The Logistics Readiness Center (LRC), Communications-Electronics Command (CECOM), Intelligence Electronic Warfare Division, GUARDRAIL/ Advanced Quicklook Branch, Ft. Monmouth, NJ, is seeking sources to submit technical information , descriptions and proposals for potential technical support to assist the government in issues of obsolescence and vanishing vendor problems with the GUARDRAIL family of equipment. A preliminary statement of work is attached that lists the initial action s required. (Please go to abop.Monmouth.army.mil for attachment). Comments, questions, recommendation are welcomed with respect to the technical support required. The required technical support will be to research items identified by the USG as no longer supportable due to sources no longer being available to support the equipment for repair. The contractor will provide research of alternative means of support and produce form, fit and function replacements for various spare and repair parts to make the e quipment sustainable for repair. The contractor will be required to partner with Tobyhanna Army depot on all replacement equipment. The contractor will be required to provide documentation needed for Engineering Change proposals and training to Tobyhanna Army depot on repair and sustainment of any new parts developed. The contractor must demonstrate knowledge of the interaction of the various sub-systems of GUARDRAIL to ensure the newly developed items are compatible with the overall operation of the GUA RDRAIL systems. As applicable the new items must undergo testing for airworthiness. The contractor may also be required to provide support at the various GUARDRAIL sites in support of the equipment replacements. The contractor should have personnel that have Top Secret Clearance to allow them access to on site facilities. Important to this effort is the ability of the contractor to perform the work in a period of performance of no more than 18 months. All interested parties considering submission in support of this request for technical support should submit a white paper no greater than 10 pages in length and should include at a minimum the following information: 1) Provide evidence of the contractor’s knowledge and work performed in support of the GUARDRAIL weapons system in general and knowledge of the specific sub-systems called out in the Statement of Work. 2) Provide evidence of the contractor’s ability to meet the time schedule. 3) Provide evidence of the contractor’s ability to meet the security clearance requirements. This documentation may be mailed to US Army, Commander CECOM, AMSEL-LC-IEWS-R-GR, Building 1201W, Fort, Monmouth, NJ 07703-5211 to the attention of Barbara Johns.
