Description: The Defense Information Systems Agency intends to enter into sole source negotiations with Carl Bowen, sole proprietor, for an increase of approximately two staff years to contract DCA100-02-C-4038 for UHF SATCOM waveform and Integrated Broadcast Service (IBS) support. This contractor is the only known source capable of performing this work without significant delay and additional cost to the program. The anticipated effective date of the contract modification is 23 August 2004. See Note 22.
