Description
The U.S. Department of Commerce/NOAA intends to negotiate, on a non-competitive basis, with the University of Wisconsin, Space Science and Engineering Center (SSEC) for the development of Geostationary Interferometer Fourier Transform Spectrometer (GIFTS) instrument processing software. This development work will include the development of calibration algorithms applicable to GIFTS data cube processing and the archiving of related level 0 (pre-processing) and level 1 (post-processing) data. The period of performance will be a base year of twelve months with four (4) twelve-month option periods. The anticipated award date is September 15, 2004. The National Air and Space Administration (NASA) has previously contracted with the SSEC to develop science algorithms for the calibration of the GIFTS instrument. This follow-on NOAA work will require the SSEC to develop prototype software to realize these algorithms so that their accuracy and performance can be evaluated in a near-operational environment. The resulting code will be used in verifying calibration of the (proposed) GIFTS instrument engineering model. It is anticipated that the processing and archiving of the GIFTS ground processing system will closely mirror that required by future Hyperspectral instruments, necessitating the development of a prototype ground system where these processing needs can be verified. All responsible sources may submit a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirement. Interested parties submitting capability statements should address their experience and capability to develop calibration algorithms applicable to GIFTS data cube processing and archiving. The capability statement/technical information must be submitted within 45 days of this notice, to the above address. To be considered an affirmative response, offerors must provide sufficient information to permit agency analysis to establish a bona fide capability to meet the requirements. It is required that pricing data be included as part of an affirmative response. Responses without documentation will be considered non-responsive.
