Description
The Department of Energy's National Nuclear Security Administration (NNSA) Service Center, Albuquerque NM, intends to award a contract to Aerovironment Incorporated, 825 Myrtle Avenue, Monrovia CA 91016, on a sole source basis. The item to be purchased under this contract will be: 2 each: Air Vehicle (without payload), 1 each of the following: payload Daylight E/O (1 Nose/2 Cameras), Ground Control Unit, Ground Support Equipment (per lot), Payload IR Thermal (2 Noses/1 Camera), Rugged Laptop Computer, Training Session (max 6 people, in Simi Valley CA), Depot level maintenance, Portable VCR (mini DVD format). Aerovironment Incorporated, a small business, has been determined to be the only company who can meet the needs of the NNSA Service Center. This determination is based on the following requirements: Timely delivery of RAVEN, a small Unmanned Aerial Vehicle capable of carrying a day or night video camera, weighs less than 5 pounds, hand launched, multiple up/down frequency links, auto land capable, compass heading, computer mapping, all electric, rechargeable, batteries, exceeds three (3) miles communication capability, exceeds one hour operation time, auto fly home capable, less than five (5) foot wing span, speed in excess of fifty (50) miles-per-hour. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is an intent to award notice, not a request for competitive proposals; therefore, proposals cannot be submitted directly on this notice. Interested parties may provide rationale as to why they should be considered directly to the Contract Specialist. The point of contact for this action is Maria D. Vasquez, telephone (505) 845-4805. Submissions should be sent electronically to Maria D. Vasquez at mvasquez@doeal.gov. no later than 4:00 pm, July 14, 2004. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions concerning this action should be address to the Contract Specialist listed below by e-mail. Small Business Preference: NNSA is also a strong advocate for the small business community and interested small businesses/lead teams and joint ventures that qualify as small businesses are encouraged to submit a response to this notice. The NAICS for this effort is 336411 with a size standard of 1,500 employees.
