- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Department of the Air Force, Electronic Systems Center, BMC3 at Hanscom AFB, MA intends to award a Cost Plus Fixed Fee (CPFF) contract to Raytheon Corporation (1620 Wilshire Drive, Suite 301, Bellevue, NE 68005) to complete the test and evaluation of the Joint Weather Impacts System (JWIS), correct deficiencies discovered during test and evaluation, and support and sustain the system during its demonstration at the Joint Expeditionary Force Experiment (JEFX) 04 and beyond. This is a follow-on to the original effort, which was on contract with the Defense Microelectronics Agency (DMEA). Statutory authorization for this action is 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source." The Joint Weather Impact System (JWIS) is an XML Web Service providing weather imagery, surface observations, Terminal Aerodrome Forecasts (TAFs), and model forecast information. The interface of JWIS is defined through a published XML schema: The Joint Metoc Broker Language (JMBL). JWIS supports, among other locations, the CAOC-N and JEFX 04 scheduled to culminate its activities between 19 July - 6 August 2004. The weather system provides an interface between Air Force weather and C4I users/applications. It provides tailored web pages for C2 users, 4D data cube, Joint Metoc Broker Language (JMBL), and access to gridded data. At JEFX, JWIS will interface with the Naval Integrated Tactical Environmental Subsystems (NITES) II and the Master Air Attack Planning Toolkit (MAAP TK). If a firm believes that it is capable of meeting the Government's requirements, it may identify interest and capability to the Contracting Officer within fifteen (15) calendar days of this publication. Interested firms must indicate whether they are large, small, small disadvantaged, 8a, or women-owned businesses and whether they are U.S. or foreign owned. Any firms interested in subcontract opportunities should contact Raytheon directly. If no affirmative written responses are received by close of business, 22 June 2004, then a sole source contract will be pursued with Raytheon Corporation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. CBD numbered notes are: 22.
