Description
The USACE Marine Design Center intends to initiate a negotiated, best-value procurement to obtain a welded steel barge for the U.S. Army Corps of Engineers, Rock Island District. The barge shall be approximately 300-feet long, 40-feet 4-inches wide, and 10-feet 3-inches deep. Included in the procurement, as an option item, will be requirements to provide gate-lashing components. The primary mission of the barge will be for support of maintenance and operation of the navigation locks on the Upper Mis sissippi River. The contractor shall be required to complete the design of vessel based on the criteria provided. The vessel shall be built and classed with ABS Maltese Cross A-1 Barge, River Service with Reinforcement B. The acquisition will be a negot iated, best-value procurement performed using the procurement process prescribed in Parts 12 and 15 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The Proposals will be evalu ated on their merit against the following evaluation factors: Technical Factors: Design and Construction Experience, Management, Product, and Past Performance; Price Factors: Price Reasonableness, Price Realism. The technical factors as a whole are more i mportant than price. However, price remains a significant factor in determining the best value. The technical sub-factors are listed in descending order of importance. The price sub-factors are of equal weighting. Initial cost proposals must be submitt ed along with initial technical proposal to the Contracting Officer in accordance with the requirements of Section L, Proposal Requirements and Evaluation Criteria of the RFP. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the best terms of the offeror. The Request for Proposal Number (RFP) W912BU-04-R-0025 will be available on the Internet Web pages on or about 8 July 2004. Hard copies will not be available. No written or fax requests will be accepted. Contractors shall download this RFP and all amendments from the Internet web page at the following address https://ebs.nap.usace.army.mil on or after the issue date of the RFP. The official media of distribution for the RFP is the Internet Web Page. All amendments to this RFP will be posted to the Internet web page at the above address. Hard copies will not be furnished. It is the contractor responsibility to monitor the web page for any amendments. Intereste d contractors must register on the Internet Web page. If any of the contractor information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in the ir user profile may cause for delay in receiving notification of the RFP and Amendments. Contractors are responsible for printing copies of the RFP and any amendments. Proposals will be due on or about 10 August 2004. NAICS code is 336611 with a size st andard of 1000 employees. Bonding is required. All contractors are required to be registered in the DOD Central Contract Register before award as required by DFARS 204.7300.
