Description
This is a combined synopsis/Request For Quote (RFQ) for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written RFQ will not be issued. The RFQ, N00173-04-Q- 6013, is issued as a RFQ. The RFQ document and incorporated provisions and clauses are those in effect through FAC 2001-24 and DFARS Change Notice 20040608. The associated NAICS code is 333912 and the small business size standard is 500 employees. NRL has a requirement for a compressed air system to supply 150 PSIG air to GFE 400 gallon receiver tank via a one inch NPT fitting. This system will replace the NRLSSC, Building 1005 NASA supplied air handling system. The compressor will be located external to the building. The remaining components must fit in a space 2ft 6in. wide by 6ft high by 1ft 6in deep. All components must meet or exceed ANSI standards. The new air handling system is comprised of off-the-shelf items which will have to be assembled to meet the outlined system configuration requirements. SPECIFICATIONS: Air quality must meet or exceed: 150 PSIG, 50 to 55 cfm @ 175 PSIG, pressure dew point minus65 degrees, 10 micron particulate filtration, and no more than 15 parts per million oil content. Basic system components shall consist of: (a) Lubricated Reciprocating Compressor: 53 cfm @ 175 PSIG; Max pressure 175 PSIG 120 Gallon Receiver tank; 208V, 3 phase, 60 cycle, 50 amp; (b) Electronic starter for compressor; (c) Electric drain valve for compressor; (d) 110 Volt heatless desiccant dryer: maintain minus65 degree dew point, continuous; (e) High efficiency Coalescing filter: 10 micron particulate filtration and oil removal; (f) Dust particulate filter:10 micron particulate filtration; (g) Activated carbon filter: filter oil to 15 PPM or better; (h) System air controller: maintains system pressure and reduced dew points; (i) Oil / Water separator: separate oil from exhausted condensate; (j) Power management controller: maintain power to compressor and systems. INSTALLATION: The compressor and all other system components shall be installed on-site at NRLSSC, within the specified locations. PERIOD OF PERFORMANCE: The complete system shall be delivered and installed no later than 31 July 2004. The contractor shall offer the Government the same warranty terms offered to the general public under customary commercial practices. The warranty period shall begin upon installation and acceptance of the complete system. Installation and acceptance is at NRLSSC, Stennis Space Center, MS, 39529, FOB Destination. The Government intends to award a contract resulting from this RFQ to that responsible offeror proposing the lowest price for the items that have been determined to comply with the requirements of the RFQ. The quote must demonstrate an understanding of the requirement and the ability to meet the specifications. An organized site visit has been scheduled for: 30 Jun 2004, 10:00am, CST. The DFARs clauses at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items is applicable. The additional DFARs clauses cited in the clause are applicable: DFAR 252.206-7000, DFAR 252.225-7012, DFAR 225-7036, DFAR 252.227-7015, DFAR 252.243-7002, DFAR 252.247-7023, DFAR 252.247-7024. The following additional FAR clauses apply: 52.203-8, 52.203-10. The following additional DFARs clauses apply: 252.204-7004, 252.232-7009.. The DFARs clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions no later than 5 calendar days before the closing date of this RFQ. An original and two copies of the offeror?s proposal shall be received on or before the response date noted above, 3:00 P.M. local time, at the NRL-SSC address above, Attn: Contracting Officer.
