Description
NASA/ARC has a requirement to acquire Dark Fiber interfacing that will connect between Ames Research Center, Jet Propulsion Laboratory, and various universities nationwide. NASA/ARC intends to purchase the connection from The Corporation for Education Network Initiatives in California (CENIC), 5757 Plaza Drive, Suite 205, Cypress, CA 90630. The purpose of Dark Fiber interfacing is to provide connectivity for accessing the network research consortium with the intent to accomplish the following: 1. Provide connectivity between NASA Ames Research Center and the CENIC backbone Point of Presence (POP) in Sunnyvale, CA. 2. Sending traffic to and from CENIC Associates (Caltech, Stanford, UC campuses, SDSC, USC, etc.) at the increased bandwidth of 10 Gbps with the potential for increasing up to 40 Gbps in the future. 3. National Lambda Rail (NLR) is a major initiative of U.S. research universities and private sector technology companies to provide a national scale infrastructure for research and experimentation in networking technologies and applications that will enable NASA to upgrade its wide area network test bed, NREN to capacities of 1 Gbps, 10 Gbps, and beyond. 4. CENIC in cooperation with NLR will cover the network between Ames Research Center (ARC) and Jet Propulsion Laboratory (JPL). This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12 and the procurement will be conducting under Simplified Acquisition Procedures set forth under FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. (PST) local time on July 8, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
