- Amendment three to RFQ CJG1001. Questions and Answers. Question: Who is the current contractor? Is the current contractor eligible to respond to this proposal? Do you know if they are planning to do so? Answer: The current contractors are William Sowers and Jim Lipari. They are eligible to respond to this solicitation. As far as We know they are going to respond. Question: Would the department consider utilizing a state-of-the-art "paperless" call center service agency for processing calls to your workplace help line? NTS Marketing is small business listed on the GSA FSS schedule under contract #GS-23F-0166N. The services you seek are so very similar to what we have been providing in the commercial marketplace for 14 years. Would you entertain such an approach? Answer: NO. The Helpline is not for simply logging in calls and forwarding them to our office staff for a response. The Helpline is manned by a "real" person with the knowledge and experience to immediately answer questions and to provide appropriate information and access to resources. Question: I intend to submit one proposal with another vendor to the above-cited RFQ. It is our intention to submit one Technical Proposal. But we are unsure regarding the Business Proposal. We do understand that we should submit separate submissions of the Representations and Certifications documents. However, we are not sure if it is permissable to submit the balance of the Business Proposal as one. Please clarify. Answer: Yes, it is permmissable to submit one business proposal. This proposal will consist of budgets for both parties. The relationship of the parties needs to be established prior to submitting the proposal. The relationship may be a prime contractor and a subcontractor or it may be a joint venture or other teaming arrangement. However, the arrangements need to be identified and company relationships need to be fully disclosed in the offer. Each company submits its own representations and certifications. Question: The following sections of the Representations and Certifications documents do not seem to apply to me, as we are both sole proprietors. In light of that, please clarify as to which do not apply to our proposal. If others do not apply that are not listed below, please identify them for us: FAR 52.222.21, Prohibition of Segretated Facilities FAR 52.222.22, Previous Contracts and Compliane Reports FAR 52.222.25, Affirmative Action Compliance FAR 52.222.26, Equal Opportunity P.L. 103-27, The Pro-Children Act of 1994 Answer: It is not the responsibility of the Contracting Officer to determine which provisions are applicable. Based on the offeror’s situation, the offeror must determine which representations and certifications are applicable. Question: Re para 2. Volume II-BUSINESS PROPOSAL. This paragraph requires "Rates provided shall be fully loaded." Please clarify the term "fully loaded" for us. We intend to submit an hourly rate for compensation under our proposal. So, we are not sure if you want other information regarding our costs. Answer: A fully loaded rate includes the salary, fringe benefits, Overhead, G and A, and profit. Question: I have a DUNs number. Does that mean I have registered with CCR? Answer: No, You need the Duns number to register in the CCR. You’re NOT automatically registered. Question: Is there a dollar amount attached to this solicitation? This acquisition is being processed as a simplified acquisitions not to exceed $100,000. The government cost estimate for these services is not being provided. Proposal due date is July 7, 2004.
