Description
The Agency for Healthcare, Research and Quality, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with The National Institute for Healthcare Management Research and Educational Foundation (NIHCM) , Washington, DC. Purpose: AHRQ plans two facilitated roundtables with multiple health care stakeholders, health leaders, early adopters of and experts in Health Information Technology, and federal officials. The overall purpose of this project is to define specific barriers and explore opportunities to improve the quality, safety, efficiency and effectiveness of the U.S. healthcare systems via the accelerate adoption of HIT. NIHCM, has a ten year history dedicated to fostering cooperation between government and the private health care sector to find workable solutions to health systems problems, (b) improve the efficiency, management and quality of health care and (c) convene diverse health stakeholders in unbiased, open forums. The foundation has a particular and recently notable distinction in dealing with issues related to technology diffusion, health care coverage and health care quality. The Foundation and its staff are uniquely qualified to identify diverse stakeholders in the field. NIHCM has developed the capacity to perform the above mentioned and is currently the only source capable of performing the task stipulated above. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
