- Description
- NASA/MSFC has a requirement for a Non-linear Combustion Instability Model. NASA/MSFC intends to purchase the items from University of Tennessee Space Institute (UTSI) by the authority of FAR 13.106. Competition is impractical for the following reasons: The University of Tennessee?s Space Institute, UTSI developed a non-linear liquid rocket engine instability analytical model based on a similar model developed for solid rocket motors. The work proposed here is an extension of current work to more fully develop this model to liquid rocket engines (add more of the appropriate physical models). The current research uniquely qualifies UTSI as the only known researchers applying this particular technique to liquid rocket engines that is known to MSFC at this time. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
