Description
NASA?s Goddard Space Flight Center intends to issue a Request for Offers (RFO) for space flight qualified Propellant Tanks, in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, fabrication, assembly, development, testing and evaluation, and delivery of two (2) identical propellant tanks. One tank will hold Monomethyl Mydrazine (MMH) fuel, and one tank will hold Nitrogen Tetroxide (MON-3). Each tank will have a propellant management device (PMD) to ensure gas free propellant delivery during the mission. The term ?tank? includes the pressure shell, PMD, mounting flanges and/or bosses, inlet and outlet tubes and fittings that make up the complete propellant tank assembly. Each tank must survive handling, transportation, and launch environments, and must operate in orbit for at least five (5) years. All work shall be accomplished in accordance with Specification 464-PROP-SPEC-0017, entitled ?Propulsion Subsystem Propellant Tank Specification? and Statement of Work (SOW) 464-PROP-LEGL-0019 entitled ?Solar Dynamics Observatory (SDO) Project Propulsion Subsystem Propellant Tanks.? The Specification and SOW will be provided with the issuance of the RFO. This procurement will be a full and open competition under NASA FAR Supplement (NFS) Part 1871, ?Midrange Procurement Procedures.? The aggregate amount of which is not more than $10,000,000, and the NFS can be accessed at: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm . NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Propellant Tanks. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 336415, with a corresponding size standard in number of employees of 1,000. The anticipated release date of the RFO is on or about July 10, 2004, with an anticipated offer closing date on or about August 10, 2004. The actual due date for receipt of offers will be stated in the prospective RFO. Upon issuance of the RFO, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?. The prospective RFO and related documents (e.g., Specification, SOW, etc.) for this procurement will be available via the Internet.
