Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24.****** The associated North American Industrial Classification System (NAICS) code for this procurement is 335999 with a small business size standard of 500 employees. This requirement is set-aside 100% for small business. Only small businesses may submit a quotation.******All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity One (1) Capacitance bridge meeting the following required specifications: (1) shall include a DCOAX/TP - 1 BNC Low noise, 1-meter, cable; (2) Frequency range: from 50 Hz to 20 kHz; (3) Accuracy for 100 pF: 5 ppm at 1 kHz; 10 ppm at 100 Hz; 15 ppm at 10 kHz; (4) Resolution for 100 pF: 0.2 ppm at 1 kHz; 1 ppm at 100 Hz; 0.5 ppm at 10 kHz; (5) Stability for 100 pF per year: 1 ppm at 1 kHz; 2 ppm at 100 Hz and 10 kHz; (6) Loss measurement: down to a dissipation factor of 1.5x10 to the power of -8 tan (delta); (7) Interface: IEEE-488 GPIB; (8) Display: 8 digits for capacitance and loss and 5 digits for frequency, and (9) Automation: autoranging; automatic internal calibration; self-test diagnostics on power-up and by command.***The Contractor shall state the warranty coverage provided for the instrumentation. *******Delivery shall be provided no later than 180 days after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ******Award shall be made to the lowest priced, technically acceptable quoter. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Evaluation of Technical Capability will be based on the information provided in the quotation.
