Description
Pursuant to FAR 15.201, this notice is being issued as a Research and Development Information Sought. Contract POC: Elbert Clarke (256) 876-3149 Email: elbert.clarke@redstone.army.mil or Patsy Garrison, Contracting Officer, Phone (256) 876-8762, Ema il patsy.garrison@redstone.army.mil. Technical POC: Matthew Lawrence, Phone (256) 876-2431, FAX (256) 876-1585, Email matthew.lawrence@rdec.redstone.army.mil; or Frank Hayes, Phone (256) 876-1641, Email frank.hayes@rdec.redstone.army.mil. The US Army Avi ation and Missile Research, Development, and Engineering Center (AMRDEC) is soliciting information on technology applicable to the detection of small arms fire from aviation platforms. THIS IS NOT A REQUEST FOR PROPOSALS and is not considered to be a comm itment by the Government. The Government does not intend to enter any type of contractual arrangement on the basis of this notification or otherwise pay for any information submitted. It is part of a technology survey to assist in the planning of possibl e future programs. Informal or white paper responses are encouraged. Currently, the AMRDEC is evaluating sensors technologies for the detection and identification of small arms fire from Army air vehicles. State-of-the-art sensor technologies have demons trated the ability to detect, identify and locate small arms threats at long ranges, very accurately. But issues still exist with the integration and application of these technologies on airborne platforms. Information is being requested on sensor technol ogies that can provide demonstrated, measured performance. Sensor technologies will be evaluated based on, but not limited to, the following criteria: 1. Ability to detect small arms fire beyond the weapon's effective range. 2. Ability to discriminate di fferent classes of small arms fire. (i.e. .30 Cal vs. .50 Cal). 3. Capability of the sensor to locate small arms fire. 4. Maturity and cost of the sensor technology. 5. Field-of-view/resolution requirements to provide 360 degree coverage of an airborne platform. 6. Suitability of the technology to be integrated on an airborne platform. 7. Capability to support demonstration efforts. The AMRDEC may potentially conduct tower and/or captive flight tests of small arms detection and identification sensors during the third and fourth quarter of calendar year 2004. Based on the responses relating to the above criteria and hardware availability, one or more sensor technologies may be invited to participate in these tests. All responses will be considered, pro vided they address their capabilities in the areas set forth above. Questions or comments on demonstrated technologies for this application are invited and should be addressed to the technical POC below. Appropriate proprietary claims will be honored and protected to prevent improper disclosure. Responses shall be provided by 16 July 2004 to US Army Aviation and Missile Command, AMSAM-AC-OS-RBB/Elbert Clarke, Building 5400, Redstone Arsenal, AL 35898, or via Email: elbert.clarke@redstone.army.mil/. Ele ctronic responses are preferred. If hard copies are provided, send 3 copies to the address above. Technical questions may be addressed to Matthew Lawrence, Phone (256) 876-2431, FAX (256) 876-1585, Email matthew.lawrence@rdec.redstone.army.mil; or Frank Hayes, Phone (256) 876-1641, Email frank.hayes@rdec.redstone.army.mil.
