Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is small business set-aside and the NAICS code is 711310. It is the intent of the National Library of Medicine (NLM) to procure exhibition community coordinator for the Exhibition Program at the NLM on a sole source basis from Ms. Nazgol Ashouri, Washington, D.C. The Exhibition Program at the NLM produces special exhibitions about science, medicine, and health, their history and their impact on American culture and society. The exhibition community coordinator assists the Exhibition Program staff as they develop, implement, and evaluate the effectiveness of outreach campaigns to attract diverse audiences to visit the exhibition. The target audiences the Exhibition Program is focusing on include but are note limited to: students and educators in K-12 and higher education institutions, associations, retirement communities, special groups such as Boy Scouts and Girl Scouts in the DC metropolitan area. The exhibition community coordinator supports the Exhibition Program staff in preparing plans, analyzing progress, developing, and especially implementing and coordinating community outreach campaigns to attract diverse audiences to visit the exhibition and the Library. Ms. Nazgol Ashouri will identifying key contacts at targeted institutions including the Montgomery County school district, principals, and science and history teachers at community schools, leaders at community grassroots organizations that support after school programs and lifelong learning. Ms. Ashouri will market, organize and provide tours for these organizations and their respective constituents. She will assist with logistical arrangements for tour groups working closely with Exhibition Program staff and other Library and National Institutes of Health (NIH) staff. The logistics include arranging for clearance from Library and campus Security offices, making room reservations and requesting audiovisual setup for any additional sessions for a group tour, and other arrangements necessary to facilitate educational and positive visits for visitors and groups. After arranging for special groups to visit the exhibition, Ms. Ashouri will provide tours to those visitors. Working under the guidance of Exhibition Program staff, Ms. Ashouri will: (1) provide assistance in creating and managing a docent program; (2) attract and training volunteers. Key groups to involve in this program will include Library and NIH staff and alumni, retired teachers, and community members; (3) assist in providing training for new docents; (4) assist in developing a methodology for managing docent schedules, and will track schedules. She will provide assistance in organizing and developing special programs such as docents' outings and an annual docent appreciation program; and (5) follow through on informal surveys among the docents and visitors and will provide assistance in drafting data and reports that analyze visitors' responses to various aspects of the exhibition. Ms. Ashouri assists in developing and implementing marketing plans for various educational and public programs produced by the Exhibition Program. Being involved in various outreach efforts, she will be expected to work some weekends and week nights. Ms. Nazgol Ashouri is uniquely qualified to serve as an exhibition outreach coordinator because of her extensive working experience as an educator. Ms. Ashouri has three (3) years experience developing and supervising a broad range of large-scale programs, including galas, conferences, speaker series, and museum tours for diverse clients working with multiple vendors. Additionally her substantive policy research background and significant understanding of media as a television co-host and worked in the newsroom as research staffer. EVALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow the NLM to evaluate the following criteria for award. Criterion A: (50 points) - Vendor must have at least 2 years experience in an education setting, preferably teaching. Criterion B: (30 points) - Vendor must have at least 2 years experience organizing tours, conferences, seminars, or other events. Criterion C: (10 points) - Vendor must have at least 1 year experience working in a library setting. Criterion D: (5 points) -Vendor must have experience working with media. Criterion E: (5 points) - Vendor must be fluent in more than one language. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation.
