Description

The U.S. Geological Survey, Western Earthquake Hazards Team, Pasadena Field Office operates most of the Southern California Integrated GPS Network (SCIGN). This 250 station state-of-the-art Global Positioning System was completed in 2001; its purpose is the monitoring of tectonic strain with unprecedented precision. The USGS has identified a need to procure the services of a SCIGN Network Coordinator, who will be responsible for all day-to-day activities of the SCIGN network, including the coordination of maintenance, operation, and upgrade of the GPS stations, telemetry systems, computer systems, processing software, and data acquisition software. The USGS is aware of only one firm that is capable of performing this task - Stark Consulting, LLC, of Tarzana, CA. The USGS intends to negotiate on a sole-source basis with Stark Consulting, LLC IAW FAR 6.302-1. Interested concerns having the ability to provide these services shall submit a capabilities statement to the contracting office identified above, or electronically to jhammitt@usgs.gov, by the closing date of this announcement. Submissions shall be considered to determine if competitive opportunities exist. Note 22 applies.
