Description
The purpose of this contract is to achieve USAID/CAR's Strategic Objective 1.3, Improved Environment for the Growth of Small and Medium-sized Enterprises, and specifically Intermediate Result 1.3.2, More Responsive Financial Institutions, Instruments and Markets, by strengthening the banking sector, and Intermediate Result 1.3.3, Improved Implementation of Laws and Regulations, by improving economic policy, fostering more transparent budget development, taxation and government accountability. The proposed activity is intended to help create a supportive environment for the growth and functioning of SMEs through the adoption and implementation of sound fiscal, budget, banking and economic practices and policies. It will eliminate obstacles by improving the implementation of laws, regulations and economic policies favorable towards the growth and development of SMEs. The activity would support the respective governments with regard to reducing excessive control over the economy and ensuring a favorable business environment. Finally, it is anticipated that at the end of the project, the improved policy environment is in place to ensure the effective functioning of SMEs in the Central Asian Region (CAR). The estimated cost for the 3 year base period is $17 to $19 million.
