The CRIS project is a compreh ensive effort to modernize the systems that support clinical care and the collection of research data for the intramural clinical research programs of the National Institutes of He alth. The mission of the Clinical Research Information System (CRI S) project is to develop and deploy innovative information a rchitectures to support clinical care and clinical research at the National Institutes of Health. Clinical research tra nslates promising discoveries in the laboratories into bette r health and health care for all. CRIS will be the nerve ce nter for the NIH Clinical Research Center now under construc tion and will provide crucial components for conduct of clin ical research at NIH. Purpose The objective of this Statement of Work is to obtain contrac tor support to assist in system engineering and system and d atabase development life-cycle activities for the CRIS Proje ct. Support services provided by this SOW shall consist of p lanning, analysis, engineering, design, development, documen tation and implementation for CRIS ancillary applications/mo dules in all stages of their life cycle. Statement of Work Independently, and not as an agent of the government, the co ntractor shall support a variety of projects including ongoi ng in-process projects, new development, deployment and impl ementation, and maintenance and production support projects for system and web applications and databases. The develope d application systems and databases may not have been create d in conformance with prescribed standards, or may not have adequate documentation, or may need technical enhancement. Support services provided by this SOW include, but are not l imited to system engineering, system planning, system analys is, alternative analysis, system and database design and dev elopment, testing, implementation, and deployment of enterpr ise-wide and program area specific systems, applications, an d databases. The work requirements also include activities related to technical research and analysis, system documenta tion and database administration. Specific Tasks The contractor shall provide support services from qualified and experienced personnel to support the planning, analysis , design, engineering, development, programming and maintena nce of web and system software applications and database pro jects. In support of the Statement of Work (SOW) outlined above, th e contractor shall perform specific tasks as directed by the Project Officer: Gathering user requirements Clinical Data Analysis Establishing data and database standards for Clinical Data S ystems and Clinical Data Uses Assisting with the development of the enterprise clinical da ta model for the Clinical Data Warehouse Documenting an enterprise clinical data model for the Clinic al Data Warehouse and CRIS Systems using data modeling tools including ERWIN and Rational Rose Maintaining the Clinical Data/System Architect Plan Planning system resources including performance, capacity, a vailability, recoverability Planning and scheduling installation or migration of CRIS an cillary applications Planning and assisting in the development of processes for m igrating data into CRIS applications Writing technical documentation Providing consultations Research & development Level of Effort The estimated level of effort for this SOW is 1920 hours per year. Skills required to provide services to support anticipated t asks shall include but are not limited to the following. Required Skills Technical Task Leadership Technical Writing Senior Level Software Engineering Technical Subject Expertise Other such skills not listed that may be proposed by the off eror and approved in advance by the government. Qualifications A minimum of six years of experience in software engineering is required. Required development languages: C/C++, Perl, and Visual Basi c. Experience using Java is a plus. Experience with COM/DCOM development is required. Experience in relational database design and development req uired. Oracle or Sybase is preferred. Experience developing applications on the UNIX and Windows p latforms required. Experience developing biometric software is a plus. Experience with HL7 messaging is a plus. Demonstrated oral and written communication skills. Technica l writing experience is a plus. Live within local commuting distance of NIH. No hotel or ai r travel expenses will be supported. Experience with data cleansing and data analysis for very la rge databases is required. Funding Structure This SOW will be incrementally funded subject to availabilit y of funds as follows as follows: CategoryLabor Rate# of HoursCost Senior Software Engineer Option Year $ will be obligated on award of contract Program Requirements The contractor will meet initially with the Data Warehouse P rogram Manager to review the timeline and work break down st ructure for various assigned projects. Reporting Requirements The contractor shall prepare a monthly Task Order and Task S tatus and Progress Summary Report and forward it in draft to the Government by the 15th day of the month following the r eporting period. The format and content shall include the following: Activities planned for the reporting period Work and deliverables completed during reporting period Status of ongoing activities Activities planned for the following month Problems or issues projected or identified Alternatives and/or recommended solutions for identified or projected problems or issues Known or projected resource (staff and funding) and schedule impacts Status of project funds including monthly and total expendit ures and funds remaining. Government Furnished Equipment (GFE) Government Furnished In formation: Per FAR 52.245-4, Government-Furnished Property (Short Form) (Apr 1984), the Government will provide normal office space and equipment (PCs, office furniture, telephone and Internet access, and office supplies) for use by Offeror staff requi red to be on site to perform duties and tasks related to thi s Task Order. Notwithstanding the Government's decision to furnish property, the Offeror shall have the capability to f urnish all materials and equipment necessary for the perform ance of the work required. The government will provide GFI program documentation and ac cess to key organization and project management personnel, a s required, for performance of this SOW. Security: The activities required by this contract shall necessitate u se of existing systems, as well as the implementation of new systems, that are both highly critical and highly sensitive as defined by the Department of Health and Human Services A utomated Information Systems Handbook. The contractor shall implement procedures that en sure that appropriate administrative, technical, and physica l safeguards are established to ensure the security and conf identiality of sensitive government information, data, and/o r equipment. The contractor agrees to comply with the Information Technol ogy system security and/or privacy specifications set forth in the SOW; the Computer Security Act of 1987; Office of Man agement and Budget (OMB) Circular A-130, Appendix III, "Secu rity of Federal Automated Information Systems"; and the DHHS Automated Information Systems Security Program Handbook (Re lease 2.0, dated May 1994). The contractor further agrees t o include this provision in any subcontract awarded pursuant to this Task Order. No specific security clearance is required for personnel per forming work on this Task Order. Contractor personnel will be exposed to procurement sensitive material and will be req uired to sign non-disclosure statements.
