Description
The National Institute of Environmental Health Sciences (NIEHS), National Institutes of Health (NIH), intends to negotiate on a sole source basis with, Integrated Laboratory Systems, Inc., P.O. Box 13501, Research Triangle Park, NC 27709, through a modification to extend the expiration date for work assignments 1 through 5 and work assignment 7 of the subject contract up to May 2, 2005. In addition the expiration date for work assignment 6 Special Projects will be extended until August 15, 2005. The authority for this action is FAR 6.302-1 (41 U.S.C. 253 (c) (1), (HSSAR 306.302-1). The level of effort will be increased by approximately 12,000 labor hours. The contractor shall furnish services, appropriately trained and qualified professional, technical, administrative and clerical personnel, materials, equipment, and facilities not otherwise provided by the Government to provide pathology support for the NIEHS and the National Toxicology Program (NTP). All projects performed under this contract that involve the processing of pathology specimens and the generation and/or review of pathology data shall be conducted and documented following procedures that provide for independent reconstruction of the work performed. The specimens and records resulting from such work shall be routinely incorporated into the archival records for the respective studies. The work performed shall be under the following general categories: 1) Pathology Working Groups reviews for NTP pre-chronic and chronic studies and in-house NIEHS studies, 2) Necropsy, Histology, and Histopathological interpretations, 3) entry of pathology data generated from the initial Histopathological evaluation of tissues and the peer review into a special computer program, 4) perform wet tissue examination and inventory including verification of animal identification, tissue accountability, gross lesion identification and description, assessment of quality and thoroughness of tissue trimming, and slide/block and wet tissue match-up, 5) assign two experienced histotechnicians to work on-site at NIEHS facilities to prepare high quality histologic slides from rodent and human tissues, 6) perform a variety of more specialized and sophisticated techniques in cellular and molecular biology which shall include characterization of non-neoplastic and neoplastic lesions by special stain techniques, ultrastructural examination, or routine immunohistochemistry, such as for the determination of cell proliferation indices using bromodeoxyuridine or proliferation cell nuclear antigen immunohistochemistry, and the adaptation of new immunohistochemical methods for evaluation of pathology specimens using formalin-fixed, paraffin embedded section and/or frozen tissue. Have the capability of developing, adapting, and refining and applying new techniques in cellular and molecular biology and pathology such as in situ hybridization, DNA amplification using proliferative chain reaction (PCR) and in situ PCR (IS-PCR), and familiarity with RNA techniques such as quantitative reverse transcriptase PCR (rtPCR). Develop new state-of-the-art techniques or procedures for investigating chemical-induced toxicity and/or carcinogenicity to accommodate changing and future program requirements, to include providing study management and clinical technical/laboratory support, 7) provide an on-site senior technician with established experience in histology, rodent necropsy, and immunohistochemistry development to provide tissue collection at necropsy, prescribe appropriate tissue handling and fixation for immunohistochemistry, tissue recognition at the light microscopic level as well as the ability to identify lesions, and have proficiency with microscopy and photomicroscopy. Inherent duplication of cost to the Government and unacceptable delays in the operation of this contract make competition unfeasible for the work required.
