- Contract N00140-02-C-3437 was placed with the University of West Florida (UWF) for the development and delivery of an enhanced version 3 of the University?s Institute of Human and Machine Cognition (IHMC) Concept Mapping Tools (Cmap Tools) and the application of Cmap Tools to the Skills Object Knowledge Model for the Professional Mariner Mission Area Analysis ratings. The proposed acquisition is for modifications and enhancements necessary to make Concept Mapping (Cmap) Tools more usable within the Navy?s NMCI Information Technology architecture and infrastructure. As a result of laboratory evaluation and user feedback recommendations during the development and application process, the Navy has identified the need for additional capabilities and enhancements to version 3 of the Cmap Tools kit. These additional requirements include: 1) modification of the client program Cmap Tools so that all outgoing client-server communication of the program will be through a single communications port and 2) modification of the server program Cmap Server so that it will accept communications through a single port from the client program Cmap Tools. This will allow the client to communicate through ports that are configured for access to the web servers and allow the software to function within restricted network domains where the client is not able to communicate through firewalls with servers outside the firewall. UWF, IHMC will be tasked to develop knowledge model applications in such a manner that they may be hosted through Navy E-Learning distributed system. These services involve labor, materials, equipment, supplies and travel. The Navy intends to acquire the additional capabilities and enhancements to Cmap Tools Version 3 on a sole source basis from UWF as a modification to Contract Number N00140-02-C-3437. Due to the additional requirements, the contract?s period of performance will be extended through December 2005. Numbered Notes 22 and 26 apply.
