- Description
- NASA/MSFC has a requirement for annual license maintenance agreement for 1 perpetual CFX license and a new annual license (non-perpetual) for a second CFX seat. NASA/MSFC intends to purchase the items from ANSYS, Inc. for the following reasons: (1)ANSYS is the only known source for CFX and the annual maintenance agreement.(2)One seat is currently in use at MSFC TD 52 and the second CFX seat is required to be compatible with the first. Use of competitor products will not provide the same capability.(3)The CFX code has the unique capabilities and features required to analyze the variety of fluid dynamic flows associated with the Cryogenic Fluid Management (CFM) systems being tested at MSFC and at other NASA facilities.(4)The CFX code has the capability of analyzing the thermodynamic complexity of the two-phase system in either a 1-G or 0-G environment. This capability will greatly enhance the ground systems testing and analysis to encompass on-orbit systems.(5)The CFX code has been proven to meet MSFC?s analytical requirements and has produced results that correlated well with CFM zero-G test data. The maintenance for CFX will provide software updates and program support. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 20, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
