Description
The Supervisor of Shipbuilding, Conversion, and Repair (SUPSHIP) San Diego intends to issue a solicitation for a requirements contract to provide hull, mechanical, electrical, and electronic (HM&E) support services for the Fleet Technical Support Center Pacific (FTSCPAC) Engineering Systems Department programs. (Note: By the time the solicitation is released, SUPSHIP San Diego and FTSCPAC will be consolidated into the Southwest Regional Maintenance Center (SWRMC)). The scope of work includes assisting forces afloat and authorized Government agencies with the following tasks: a) Assessment and maintenance of shipboard systems and equipment; b) Training in maintenance/overhaul processes as the identification, compilation, and production of measures of effectiveness; c) Engineering, reverse engineering, maintenance, troubleshooting, and repair of shipboard HM&E equipment; d) Data analysis and reliability analysis; e) Program support for various FTSCPAC programs such as! Technical Assessment, Repair Guidance, and Engineering Teams (TARGET), Combat Systems Readiness Reviews (CSRR), Ship Engineering Maintenance Assistance Team (SEMAT), and other current and future programs; f) Support for system or equipment grooms, on the job training, formal classroom training, on board maintenance training, feedback for training modules or curricula, and assistance in functional system or equipment modifications, alterations, and overhauls. Majority of work will be accomplished in San Diego, California. However, the contract will include requirements in Pearl Harbor, HI, and Japan. The contract period will cover a five-year base period upon contract award. This acquisition is being conducted using the Advisory Multi-step Process described in FAR 15.202. Interested small businesses have submitted capability statements for evaluation in response to our sources sought notice dated Apr 09, 2004. It is this agency’s opinion that the following small busin! esses are capable of performing the required services: DLS Engineering Associates, Inc.; LPI Technical Services; and Propulsion Controls Engineering. All responsible sources may submit a proposal which shall be considered by this agency. See Numbered Note 1.
