- Description
- The Contraception and Reproductive Health Branch, Center for Population Research, and National Institute of Child Health and Human Development has a requirement for the synthesis and testing of nonsteroidal and nonhormonal male contraceptive agents which prevent the formation of spermatozoa in the testis, prevent the maturation of spermatozoa in the epididymis, and alter the integrity of stored spermatozoa. Such compounds should be devoid of (or have minimal) ancillary endocrine, central nervous system, cardiovascular and/or other side effects. The reversibility of infertility after drug treatment is desirable. Safe drugs that result in sterility will be considered. Organizations must have adequate facilities and capabilities to carry out the proposed synthetic chemical and testing program. The Federal Government is prepared to test such compounds in several standard assays if the contractor is unable to perform such testing. Specifically excluded from this project are GnRH analogs, gossypol derivatives, steroids, cytotoxic agents including triptolide, tripdiolide and tripchlorolide, and all alkylating agents including expoxy compounds, fluoroacetamide, chloro- and bromohydrin, deoxyhalosugars, thiosugars, nitrogen mustards, ethyleneimines, and sulfonoxylalkanes including ethylene glycol disulfonate. Also excluded are nucleosides, nucleotides, nonspecific antimetabolites, antimitotic agents such as colchicine, N-substituted diamines (i.e., WIN. 13,099), most major classes of antibiotics including the macrolides, penicillins, cephalosporins, quinolones and tetracyclines, sulfasalzazine, cotrimoxazole, and ketoconazole. Nitroheterocyclic compounds are also excluded. Proposals to merely collect compounds from various sources and/or only perform biological assays will not be considered. All responsible sources may submit a proposal which will be considered by the agency. It is anticipated that three (two (2) for synthesis and testing and one (1) for synthesis only) cost-reimbursement incrementally funded type contracts will be awarded as a result of the RFP for a period of thirty-six (36) months each with options to renew for two years. This announcement is not a request for proposals (RFP). The required service is defined as code 541990 under the North American Industry Classification System (NAICS). The Request for Proposal (RFP) will be available on or before August 5, 2004 through the web site at http://FedBizOpps.gov. All responses must be submitted on or before October 15, 2004, to: Robert Stallings, Contract Specialist, Contracts Management Branch, OAM, NICHD, 6100 Executive Boulevard, Suite 7A07, MSC 7510, Bethesda, Maryland, 20892-7510 (if sending by overnight carrier, use 6l00 Executive Boulevard, Suite 7A07, Rockville Maryland, 20852) or Email at: nichdcmb@mail.nih.gov.
