- Combined Synopsis / Solicitation number: FA8103-04-Q-0229 THIS REQUIREMENT IS SOLE SOURCE TO LOCKHEED MARTIN SIMULATION TRAINING AND SUPPORT ? ORLANDO, FL PR: FD2030-04-32416 NSN: 6620-01-394-0365 P/N: 3402875-1 ITEM: ELECTRICAL INDICATOR APPLICABLE: C-130 DELIVERY: 1 EACH BY 31 MARCH 2005. SOLICITATION ISSUE DATE: 5 AUG 2004 ESTIMATED AWARD DATE: 15 SEPT 2004 Item Description: Indicator Breakout Box ? Support Equipment. 4? x 6? x 4?. 2 Lbs. Metal Case with electronic components. Used to measure engine RPM from 10% to 120%. Uses 115 VAC, 400 HZ Aircraft Power. Applicable to C-130 Aircraft. The approximate issue date of the solicitation will be 5 Aug 2004. The approximate response date of the solicitation will be 15 Aug 2004. The anticipated award date will be 15 Sept 2004. Written and electronic procedure will be used for this solicitation. No telephone requests. Copies of the solicitation must be obtained from the FedBizOpps website at www.eps.gov. Data must be obtained from the TeDs website at www.dodteds.com only after the solicitation has been issued. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
