- Construct new (6 total) and rehabilitate existing buildings (2 total) to provide arms storage. Work includes repair of the heating, ventilation, and air conditioning (HVAC) system in the two existing buildings. Provide building information systems. Install intrusion detection system (IDS). Supporting facilities utilities, electric service, fencing, and information systems. Anti-terrorism/force protection will be provided by structural reinforcement, special window and doors, and site measures. This requirement is offered to all qualified, responsive, concerns and bids will be considered using the CASCADING ORDER OF PREFERENCE. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonabl e price will be made before the next tier is evaluated. FIRST tier, it is the intent of the Government to award one contract on a competitive basis to a HUBZone business concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive bids from qualified, responsible business concerns at the tier under consideration. LAST tier, if circumstances do not permit a HUBZone award, t he Government intends to award on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone s mall businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concerns price. If a large business firms intends to submit a bid, it must comply FAR cl ause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specific percentages of the contractors total planned subcontract amount to be placed with the following, Small Business, 57.2%, Small Disadvantaged Business 10%, Women-Owned Small Business 10%, HUB Zone Small Business 3.0%, Service-Disabled Veteran-Owned Small Business 3.0%, Reporting by Large Business 100%. NAICS Code is 236220. Small Business Size Standard is $28.5 Mill ion. Estimated issue date is on or around 20 August 2004. Estimated Proposal Due date is on or around 21 September 2004. Estimated Construction Cost Range is $1,000,000 & $5,000,000. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and spec will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-Rom and/or the Internet. However, the government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
