Description: Z - Sole Source Construction of SBIRS MCS Expansion Fit-Up and Alteration at Buckley AFB, CO. The Omaha District, US Army Corps of Engineers intends to negotiate a firm fixed price, sole-source contract with Lockheed Martin of Boulder, CO for the ass embly, installation, and operational verification of SBIRS Mission Systems Equipment and required support infrastructure components for all mission essential areas within this nationally sensitive facility. Equipment, connections, and cabling must match an d be compatible with existing equipment installed and currently operational. The facility must remain fully operational during the assembly, installation and operational verification of newly installed equipment and/or systems. In addition, Lockheed Martin Corporation currently has all the necessary personnel with the proper clearances necessary to execute this project immediately upon award. The contract performance will require a contractor to perform work in a highly restrictive secure area. The mission of the Buckley SBIRS compound is directly related to national security and homeland defense support. Due to these support requirements any prospective offeror must demonstrate that all contractor and subcontractor personnel necessary to execute the resulta nt contract currently have either a FAVORABLE National Agency Check (NAC) or Defense Investigative Service Cognizant Security Office (DISCO) granted INTERIM or FINAL security clearance of Secret or higher valid on, or after 17 September 2004. To be conside red a viable source, written documentation must clearly demonstrate previous system integration experience with Lockheed Martin Equipment within the past 2 years in a SBIRS compound that includes assembly, installation, and operational verification of equi pment and systems. The experience must demonstrate succinct knowledge of the logistics and security restrictions that must be complied with in executing construction, within a SBIRS compound and on Buckley AFB, Colorado, a unique high security environment. Additionally, previous experience integrating the electrical and secure communications infrastructure with unique mission essential equipment for the SBIRS Mission must be demonstrated. If any responsible source other than Lockheed Martin Corporation can fulfill all the above requirements, written notification and supporting written documentation should be submitted to: U.S. Army Corps of Engineers, Omaha District, ATTN: CENWO-CT-M (Mel Vogt), 106 S 15th Street, Omaha, NE 68102-1618, prior to or on the dat e of closing. The estimated cost of this procurement is between $1,000,000 and $2,500,000. If no affirmative written documentation is received within 15 calendar days of this synopsis, USACE will proceed with negotiations to issue a contract to Lockheed Ma rtin Corporation.
