- The National Park Service, Golden Gate National Recreation Area, San Francisco, is soliciting quotations on a competitive basis from qualified HubZone organizations to enter into a firm fixed price contract for roofing assembly reconstruction at Ridge Battery Powerhouse FB-704A located in the Marin Headlands of Marin County California. Ridge Battery Powerhouse FB-704A is contributory to the Forts Baker Barry and Cronkhite National Register Historic District. The building currently has deteriorated roof framing and roofing. New roofing assemblies, complete with framing, plywood underlayment and flashings, ceiling, eave construction, and painting are needed in order to provide for adequate appearance and weathertightness. The existing roofing has not been checked for asbestos content: the contractor should perform testing for asbestos content at the outset of the project as described in the specifications and plans. MINIMUM QUALIFICATIONS FOR CONSIDERATION: The offerer must be certified as a Historically Underutilized Business Zone concern by the Small Business Administration and listed on their website. EVALUATION FACTORS FOR AWARD The Government intends to award a firm fixed price contract to the vendor whose proposal conforming to the solicitation represents the best value and will be most advantageous to the Government, price and other factors considered. Technical factors will be weighted equally with price. The following factors shall be used in evaluating proposals: 1) FACTOR #1: Past Performance on Projects of similar scope and complexity Demonstrated ability to perform construction work at a complex site with consideration required for both Natural & Cultural Resources and visitor safety. Provide descriptions and references for similar previous projects completed within the last 2 years. The Government may contact some of each offeror's and specified subcontractors customers to ask whether or not they believe: 1) that the offeror was capable, efficient and effective, 2) that the offeror's performance conformed to the terms and conditions of its contract including compliance with the Secretary of the Interior's Standards for Rehabilitation as appropriate for a building and site that is listed on the National Register of Historic Places; 3) that the offeror was reasonable and cooperative during performance; and 4) that the offeror was committed to customer satisfaction. In evaluating past performance the Government may contact some of the references provided by the offeror and other sources of information, including, but not limited to: Federal, state, and local government agencies, Better Business Bureaus, published media and electronic databases. 2) FACTOR #2: Price The National Park Service welcomes the participation of small, minority, veteran, and women owned enterprises.
