Description

It is the intent of the United States Coast Guard (USCG) to award, on a single-source basis, pursuant to the authority of 10 USC 2304(c) (1), as set forth in FAR 6.302-1 (b)(1)(ii)(2) entitled, ?Only One Responsible Source and no other Supply or Service will satisfy the Agency Requirements? a contract to 170 Systems, Inc for the Markview/SQL*Flow software product that comes with onsite installation & integration support. Markview/SQL*Flow is the proprietary software of 170 Systems, Inc. 170 Systems, Inc, shall provide the USCG with enterprise-wide, unlimited licenses for use on all the 170 Systems Imaging and Workflow software products. The USCG has the requirement to maintain the core accounting /financial systems that serves the USCG and, as of 1 October 2004, the Transportation Security Agency (TSA) and the Federal Air Marshal?s Service (FAMS). This is a follow-on requirement that must be satisfied by the current contractor providing the current service to the US Coast Guard Finance Center in Chesapeake, VA. The effort will include a provision for the USCG Finance Center to become the Application Service Provider to the TSA and FAMS using the USCG enterprise-wide licensed Markview/SQL*Flow Products. The USCG currently owns an enterprise- wide license for the Markview and SQL*Flow suite of products. NO SOLICITATION DOCUMENT IS AVAILABLE. The USCG will consider all affirmative responses received no later than 2:00 PM EDT, on August 25, 2004. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the Markview SQL*Flow product and required maintenances services at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to 170 Systems, Inc.
