Description
The National Institutes of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Maryland under the authority of FAR 13.106-1(b) Soliciting from a Single Source, for NIST personnel to develop with the University of Maryland, Microelectromechanical Systems (MEMS)-based Thermo-pneumatic Valve at the University of Maryland. The University of Maryland worked with NIST on a previous attempt to develop a MEMS-based thermo-pneumatic valve, which involved Deep Reactive Ion Etching (DRIE) fabrication process. Continuing this project with the University of Maryland will save time. In addition, this project involves micromachining using novel nickel electroplating within SU8 molds. Currently, the University of Maryland has several projects involving the nickel plating using SU8 molds. The novelty of the NIST project, the nature of the microfabrication experimentation, and the expected need to explore several microfabrication paths requires that the microfabrication experimentation for this project is carried out in facilities where expert advice is available in real time. This will be possible at the University of Maryland and will result in time saving costs for NIST personnel. Therefore, the University of Maryland is uniquely qualified to work with NIST to complete this requirement. A fixed price purchase order will be issued on or about August 17, 2004. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for competition. See Numbered Note 26.
