Description
Request for Information (RFI) Career Counseling and Training Pilot This Request for Information (RFI) is issued solely for information purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to a contract. Further, the Department of Commerce is not seeking proposals, and will not accept unsolicited proposals. Cost and pricing data is required for this RFI. Industry organizations are advised that the U. S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the industry organization. All submissions will be treated as business confidential materials, become Government property, and will not be returned. Responses are requested by COB August 26, 2004. Responses should be 3-5 pages, and shall include a capability statement of the interested parties. Responses can be emailed to sjohnson@doc.gov telephone (202) 482-3963. Goal The Department of Commerce wishes to establish a program to develop and manage its human resources from the GS- 7 to GS-15 levels by creating a hybrid of services including career counseling, developmental training, and mentoring. Commerce would like to establish a pilot program in the Office of the Secretary that would include an individual employee assessment, establishing a formal and informal mentoring program, and a career-counseling program to support the developmental needs of employees, supervisors, and managers. Number of Participants 25 employees Length of Pilot 6 months Needs Assessment Component A comprehensive individual needs assessment would be conducted for 25 employees in the Office of the Secretary to determine professional skills and abilities, career objectives, and training needs in order to develop an Individual Development Plan (IDP). A sample of assessment tools that could be utilized include: DiSC, Myers Briggs, Holland Code. Career Coaching Component A counseling program would provide one on one opportunities for Commerce employees to met with a professional who is familiar with career issues and who can focus Commerce employees on moving their careers forward. The Department currently does not have career counselors available to provide these services. An experienced career coach would be expected to provide employees with: ?X 360o review to assess professional interests, career patterns, strengths and challenges ?X Career developmental plans ?X One-on-one, teleconference or group career coaching ?X Appropriate trainings to advance career development Developmental Training Component Developmental training courses would be conducted to raise the employees?? awareness of critical skills needed to advance their career based on their strengths and weaknesses. A sample of these some courses that would be provided include: ?X Making the right decisions for your career ?X Developing your management style ?X Managing conflict in a diverse workforce ?X Writing an exceptional resume and KSA ?X Interviewing Techniques ?X Enhancing your customer service ?X Improving your presentation and public speaking skills Mentoring Component Commerce currently does not have an established mentoring program. In implementing an informal or formal mentoring program, the following activities would need to be developed: ?X Define the purpose of the program, develop a plan of action and budget based on the organizational need assessment, and ensure senior management approval and support. ?X Identify targeted audience and prepare publicity/invitation materials. ?X Recruit a group of mentor volunteers. ?X Conduct OS-wide orientation sessions to promote the program and enroll participants. ?X Provide mentor and mentee training on roles, responsibilities and how to get the most out of the program. ?X Manage the mentor/mentee matching process. ?X Monitor and evaluate the program for desired outcomes.
