Description
The Health Resources and Services Administration (HRSA), Division of Procurement Management (DPM) has a requirement to modify Contract Number 232-01-0059 with IQSolutions, Rockville, Maryland, to implement the National Health Service Corps (NHSC) Application Processing for the Scholarship Program Information Center. IQSolutions is the only responsible source determined to provide highly specialized services to meet the requirements of the NHSC Scholarship Program. IQSolutions: 1) has a proprietary interactive on-line interview scheduler/module which allows real-time scheduling of interviews and seamlessly propagates changes throughout the system, allows users to manage information in a single location, and ensures that efforts will not be lost or duplicated; 2) has a data system in place which interacts with the BHCDANET mainframe database currently being used by the Bureau, thus enabling the update and edit of applicant information critical to award selection; 3) has developed and implemented an interview protocol that includes infrastructure building, quality control measures and direct oversight of the interview process; and 4) as a result of the existing database infrastructure, can more readily assist the NHSC Scholarship program with processing of online applications during the transition from BHCDANET to Primecare, which is being implemented in October 2004. IQSolutions has current skilled employees who have completed the interview training module protocol and have the backgrounds/expertise which would prevent learning curve inefficiencies and/or related interview delays. New staff would require training, resulting in unacceptable delays in the interview cycle. The modification will extend the period of performance to September 29, 2005. Under the authority of 41 U.S.C.253?(1), as set forth in FAR 6.302-1(a), IQSolutions is deemed the only responsible source capable of performing the required services and no other type of supplies or services will satisfy agency requirements without substantial duplication of cost to the Government and without unacceptable delays in fulfilling the agency?s requirements. It is critical to the mission of HRSA that the services being provided by IQSolutions continue uninterrupted and without loss of functionality. Concerns may identify their interest and submit a capability statement which demonstrates the ability to provide the required services by the specified date. No solicitation document is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this requirement is solely within the discretion of the Government. If no affirmative responses are received within 45 days from the date of this synopsis, the Contracting Officer will proceed with award of the modification to IQSolutions. NAICS code: 541990.
