Description

The USF&FO, Massachusetts is solicitating bids for project W912SV-04-B-0003 entitled Improve Air Quality, Bldg. #158, Otis ANG Base, Massachusetts. POC for the project is Bill Devitt at email Bill.Devitt@ma.ngb.army.mil. The project covered by this s tatement consists of, but is not limited to, furnishing and installing all plant, labor, supplies, equipment, materials, fabrications, transportation, and supervision; and in completing all work for the upgrade of HVAC systems at Building 158, OTIS ANGB, M A. The scope includes the replacement of multiple packaged air handler units with larger, central units. A new air-cooled chiller shall also be installed to provide cooling for the new units. New supply and return ductwork, in addition to VAV boxes and piping shall be installed within the office spaces. All new work shall be integrated and controlled by DDC systems manufactured by Johnson Controls, Inc. The contractor shall schedule all work according to the phasing documents provided in the constructi on drawings and shall execute all work in sequence as not to disrupt the work environment for persons within Building 158. All work is to be accomplished in accordance with the plans and specifications and Sections A through J of the Contract. 3. Performance period is 180 days after receipt of the Notice to Proceed. Estimated magnitude of construction is between $1,000,000 and $5,000,000.This project is being issued on an unrestricted basis to contractors qualified to perform under NAICS Code 23 8220. The awarded Contractor must furnish proof of competency for the above-mentioned NAICS code. In addition, the Contractor must perform twenty-five (25) percent of the awarded work.Solicitation documents are scheduled to be issued on or about 20 AUG 20 04with a Bid Opening Date of 22 SEP 2004. A firm-fixed price contract will be awarded. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Perefere nce for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. A small Business sub-contracting plan will be required if the offeror is a largebusiness and must be submitted with offer. The solicitation package will issued via the w eb only. All ammendments, site visits minutes and question will be posted on the web. There is no charge for the plans and specifications, which will be available through the following internet site: http://www.nationalguardcontracting.org/Ebs/AdvertisedSo licitation.asp. AllContractors/vendors interested in this project must reqister at the site.All questions must be in writing and emailed to the POC designated in the solicitatio. POC is: Bill.Devitt@ma.ngb.army,mil. No facsimile or electronic proposals a re authorized. For security reasons all potential offerors, plan rooms, and printing companies are required to register in the Central Contractor Registration (CCR) database http://www.ccr.gov and the Federal Technical Data Solution (FedTeDS) https://www.f edteds.gov in order to view or download the plans or drawings from the web site. This project is being solicited as UNFUNDED. However, the National Guard Bureau may award funding at any time. All bidders shall submit a bid valid for no less than ninety days from time of bid opening. Because of time constraints in awarding this contract by September 30, pay particular attention to Section K of the solicitation for required administrative information that the apparent low bidder will have to provide within 48 hours of bid opening.
